Colonel SEELY: The Secretary of State
has no detailed information as to the basis on which this compensation was assessed; but it is understood that the Colonial Gov. ernment have accepted the payment as a final charge on the revenue of Hong Kong.
Mr. J. D. REES: May I ask if the prin- ciple is now settled that compensation is to be paid by the British Government in such cases?
Colonel SEELY: I said in this case the Colonial Government had accepted the payment as a final charge on the revenues of Hong Kong.
Mr. H. A. WATT: Was the money paid without inquiry?
Colonel SEELY: The fullest inquiry was made, and a long inquiry was conducted before this resolution was arrived at.

Mr. REES: Is this compensation in re- spect of acts done under orders from the Colonial Office?
Colonel SEELY: It is only part of a general policy which is being carried out by His Majesty's Government in consulta- tion with the local Governments. It would be impossible to make any general state- ment now, but it is part of a general policy.
